What we would be working towards
The aim would be to develop a planning and funding proposition that reflects the evidence, site, masterplan, operating model and realistic delivery phases available at that time.
What would need to happen
Professional planning work, cost planning, funding strategy, commercial modelling, due diligence and partner commitments would all be needed before construction could be contemplated.
Where we are now
This is a future stage. The Foundation should not imply that planning permission, capital funding or investment commitments already exist unless they are formally secured.
